Summary:

Whereas, The Every Student Succeeds Act (ESSA), a reauthorization of the Elementary and Secondary Education Act (ESEA), was signed on December 10, 2015 and as such is a federally funded program designed to improve student achievement and reform elementary and secondary education throughout the United States; and, whereas, the key principles: 1) accountability for results, 2) greater flexibility for states, district, and schools to use federal funds, 3) more choices for parents of disadvantaged backgrounds, and, 4) greater emphasis on scientifically-based research to improve teaching and learning; and Whereas, the New Jersey Department of Education allocates to the Newark Board of Education - The Every Student Succeeds Act (ESSA) funds for the project period starting July 1, 2023 through August 30, 2024 through the use of a Consolidated Formula grant for public and non-public schools within the city of Newark for the programs listed below: • Title I, Part A: Improving Basic Programs Operated by Local Education Agencies- $29,699,765 • Title I, SIA Part A: Improving Basic Programs Operated by Local Education Agencies - $3,616.875 • Title II, Part A: Supporting Effective Instruction - $2,177,612 • Title III: Language Instruction for English Learners and Immigrant Students - $2,172,981 • Title IV: Student Support and Academic Enrichment - $2,055,638 Whereas, the New Jersey Department of Education allocates to the Newark Board of Education Every Student Succeeds Act (ESSA) Carryover funds in the total amount of $7,414,944 for the project period of July 1, 2023 through September 30, 2024, from fiscal and program year July 1, 2022 through June 30, 2023. The sub-grant for public and non-public schools within the city of Newark includes the programs listed below: • Title I, Part A Carryover: Improving Basic Programs Operated by Local Education Agencies, $2,535,158 • Title I SIA, Part A Carryover: School Improvement Award, $2,580,976 • Title II, Part A Carryover: Preparing, Training, And Recruiting High-Quality Teachers, Principals, & School Leaders, $414,702 • Title III Part A Carryover: Language Instruction for English Learners and Immigrant Students, $1,108,404 • Title IV Part A Carryover: Student Support and Academic Enrichment Program, $775,704 Whereas, acceptance of ESEA- The Every Student Succeeds Act (ESSA) funds provide supplemental resources that impact all students in the district and city; and, this grant supplements school budgets, provides supplemental educational services, enhances technology, supports professional development for teachers, teacher aides, and administrators, bilingual services for English Language Learners, and encourages districts to implement innovative programs. |

Now, Therefore, Be It Resolved, the Newark Board of Education approves the submission of The Every Student Succeeds Act (ESSA) Consolidated application and accepts the allocated funds for $47,137,815 for the 2023-24 school year and will comply with all the assurances in the grant application. |
