Summary:
The district would like to contract with Analytica Insights to conduct some quantitative analyses of our ELL student demographic and ACCESS test data. The purpose of this project is to better understand the current state of English Language acquisition within Newark Public School district and to develop a model of language development over time. This will allow the district to identify which English Learners are adequately progressing towards English Language proficiency and to ensure that students are being appropriately provided with services. This project will help to systematize the expectations for English Language acquisition for Newark students from their first date of ACCESS assessment and in each subsequent year. As a result, Newark will be able to clearly identify which students are meeting expectations for language growth over time and which may be in need of more intensive supports.

Now therefore, be it resolved that the Newark Board of Education approve this Research and Data Sharing Agreement between Analytica Insights and the Newark Board of Education.
