Summary: Whereas, the Environmental Protection Agency (EPA) manages the Reduction in Lead Exposure via Drinking Water Grant Program emphasizing the reduction of lead in drinking water in disadvantaged communities. This grant focuses on reducing lead in drinking water through drinking water infrastructure, treatment improvements, and facility remediation in schools; and

Whereas, Newark Board of Education submitted a No Cost Amendment request on April 15, 2024 for the Newark Safer Water Initiative; and

Whereas, Newark Safer Water is a four-year initiative with three objectives: (1) complete a full remediation to eliminate lead content in the drinking water and 100% of the district schools will have safe water for students, (2) replace the identified lead service and distribution lines in 100% of the district schools with new service lines and fixtures through strategic planning, sampling and lead testing, (3) sustain the water filtration system in schools that have been remediated; and

Whereas, the Newark Board of Education was awarded a budget period extension until September 30, 2027. The EPA agrees to cost-share 100% of all approved budget period costs incurred, up to and not exceeding total federal funding of $7,475,299.00 with the project period starting October 1, 2021 through September 30, 2027.

Recommendation to the Board: Now, Therefore Be It Resolved, the Newark Board of Education accepts the budget period extension from the EPA in the amount of $7,475,299 and will adhere to the spending plan and components established in the grant application.
