Summary: WHEREAS, proposals were electronically received on Friday, September 1, 2023 after public advertisement for Advertising Services. Request for proposals were issued to nineteen (19) vendors with fifteen (15) vendors responding; and

WHEREAS, the Newark Board of Education is authorized to enter into an agreement for extraordinary unspecifiable services in accordance with N.J.S.A.18A:18A-5a (2); and

WHEREAS, the Newark Board of Education seeks contractors to provide various cost effective and efficient advertising and marketing campaigns across a variety of platforms including, radio stations within the Newark, New Jersey and tri state area broadcast range, social media, public transportation, billboards, and television commercials; and

WHEREAS, proposals were evaluated by staff members of the Newark Board of Education and the committee selected the finalists identified below as the best qualified vendors based on their response to the District’s request for proposal; and

WHEREAS, the Newark Board of Education will obtain campaign specific written quotations from the awarded vendors for each advertising project; and

WHEREAS, the contract is for a two (2) year period of October 1, 2023 through September 30, 2025 with an option to renew for one (1) successive two (2) year period; and

WHEREAS, the recommendation for award of term contracts has been reviewed and approved by Nancy Deering, Director of Board Relations and Interim Director of Communications.

Recommendation to the Board: NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves the award of term contracts for Advertising Services for a two (2) year period commencing October 1, 2023 through September 30, 2025 with an option to renew for one (1) successive two (2) year period as follows:

A. A4 Media LLC/ Altice USA, Long Island City, NY at a cost not to exceed $250,000.00
B. AdTime Marketing Inc, Skokie, IL at a cost not to exceed $100,000.00
C. AR James & Company Ltd/ AR James Media, Mantoloking, NJ at a cost not to exceed $500,000.00
D. Clear Channel Outdoor, New York, NY at a cost not to exceed $75,000.00
E. Comcast Cable Communications Management LLC dba Effectv, Philadelphia, PA at a cost not to exceed $100,000.00
F. iHeartMedia Entertainment Inc., New York, NY at a cost not to exceed $400,000.00
G. Impact Consulting Enterprises LLC, Newark, NJ at a cost not to exceed $350,000.00
H. Intersection Media, LLC, New York, NY at a cost not to exceed $1,000,000.00
I. Lamar Advertising of Penn, New York, NY at a cost not to exceed $500,000.00
