Summary:
|
WHEREAS, in response to the COVID-19 National Declaration of Emergency proposals were electronically received on Thursday, March 17, 2022 after public advertisement for English as a Second Language Teaching Endorsement Courses. Request for proposals were issued to two (2) vendors and available for download on the Newark Board of Education’s website with one (1) vendor responding; and
WHEREAS, the Newark Board of Education approved the rejection of the sole proposal received during the March 24, 2022 Board meeting as the sole proposal received substantially exceeded our cost estimates; and
WHEREAS, the Newark Board of Education re-advertised and proposals were electronically received on Friday, April 22, 2022 after public advertisement for English as a Second Language Teaching Endorsement Courses. The request for proposal was issued to one (1) vendor and available for download on the Newark Board of Education’s website with one (1) vendor responding; and
WHEREAS, the Newark Board of Education seeks a contract with an accredited institution of higher education to provide state approved Teacher of English as a Second Language (ESL) courses for teachers to meet the eligibility requirements outlined by the New Jersey Department of Education for an ESL Certification Endorsement Code: 1475, and courses for a Bilingual-Bicultural Certification Program; and
WHEREAS, the Newark Board of Education approved the award of contract during the May 26, 2022 Board Meeting for a three (3) year period of May 26, 2022 through May 25, 2025 with an option to renew for one (1) successive two (2) year period; and
WHEREAS, the Newark Board of Education approved a contract amendment during the November 22, 2022 Board Meeting for inclusion of Reading Specialist Endorsement Code: 3310 courses; and
WHEREAS, the Newark Board of Education desires to exercise its sole renewal option; and
WHEREAS, the recommendation for renewal of term contract has been reviewed and approved by Dr. Yolanda Mendez, Assistant Superintendent of Human Resources.

Recommendation to the Board:

NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves the renewal of term contract for English as a Second Language Teaching Endorsement Courses for a two (2) year period of May 26, 2025 through May 31, 2027 as follows:
Montclair State University, Montclair, NJ at a cost not to exceed $1,607,205.00
EXPLANATION: To provide state approved courses for teachers to meet the eligibility requirements outlined by the New Jersey Department of Education for an ESL Certification Endorsement Code: 1475 and Reading Specialist Code: 3310.
