Summary:
|
WHEREAS, bids were received electronically on Thursday, June 1, 2023 after public advertisement for Building Envelope Repair and Window Replacement at East Ward Elementary School. Request for bids were issued to twenty-one (21) vendors with six (6) vendors responding; and
WHEREAS, the Newark Board of Education awarded a contract to Spartan Construction, Inc., 399 Oak St., Suite C, South Amboy, NJ 08879 during the June 20, 2023 Board Meeting in the amount of $6,048,000.00. An additional twenty percent (20%) in the amount of $1,209,600.00 was approved for encumbrance as a contingency allowance; and
WHEREAS, change orders one and two were approved during the March 28, 2024 Board Meeting in the amount of $219,304.05 for upgrading windows and providing custom door colors; and
WHEREAS, change order three provides for an additional cost for providing natural cement mortar in place of Portland cement mortar in the amount of $69,253.00; and
WHEREAS, change order four provides a credit to the contract amount for removal of the American Disability Act (ADA) ramp and window security grilles from the project as requested in the amount of $501,171.00; and
WHEREAS, change order five provides additional pointing and additional bridge and scaffolding in the amount of $601,588.00; and
WHEREAS, change order six provides for an additional amount above the original allowance of $50,000.00 for Public Service Enterprise Group’s (PSE&G) relocation of wires and transformers in the amount of $5,008.00; and
WHEREAS, change order seven provides additional labor and materials for cutting historic mortar in the amount of $63,000.00; and
WHEREAS, change orders three through seven were reviewed and approved by Carlos Edmundo, Acting Executive Director of Facilities Management and Krystle Whitlock, Assistant School Business Administrator.

Recommendation to the Board:

NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves change orders three through seven in the amount of $237,678.00 including a $501,171.00 credit, increasing the contract value from $6,267,304.05 to $6,504,982.05. The remaining contingency allowance will be $752,617.95.
EXPLANATION: To provide additional work to complete the building envelope repair and window replacement project at East Ward Elementary School.
