Subject: 14.7 Approval of a Research and Data Sharing Agreement between Rutgers Newark and the Newark Board of Education to continue to support professional learning by gathering data from math coaches and teachers in regards to conceptual understanding of mathematics.

Summary: This project is a two-year effort to provide professional learning about foundational mathematical literacies for grades 3 and 4. This project is entering its second year and the researchers are seeking renewal to continue the progress on their work. The researchers will continue to build professional capacity with Newark Public Schools' mathematics coaches with four modules.

Specifically, the four modules will cover: multiplication and division of whole numbers, fractions, comparing fractions, identifying equivalent fractions, proportional reasoning, and adding and subtracting fractions.

In order to test the efficacy of the modules, the researchers would like to use elements of existing mathematical cognitive assessments to evaluate if these modules deepen our educators' understanding of the mathematical concepts covered in the module and strengthen their ability to deliver this content to students.

The researchers of this study hope to gather data from 10-14 mathematics coaches and 40 teachers to ascertain their educational background and experience as well as their conceptual grasp of various topics in math education.

Data collection includes mathematics coaches and teachers’ responses demographic information—participants’ names, college major, subject of master’s degree, school, position, years of teaching, and current grades teaching. In addition, data collected will comprise participants’ responses to these instruments:
1. 12-item Fraction Models (unitizing and fraction magnitude)
2. CARN (conceptual understanding of rational numbers)
3. Fraction comparison task (Obersteiner stimuli)
4. Hearts and Flowers task (inhibitory control)
5. Spinners and symbolic spinners task (proportional reasoning)
6. Fraction arithmetic task
7. Woodcock Johnson III (procedural understanding of general math)
8. Unstructured interview questions


Principal Researcher and their agents agree to maintain all client information confidentially in accordance with all New Jersey state and federal laws and regulations.

Recommendation to the Board: Now therefore, be it resolved that the Newark Board of Education approve this Research and Data Sharing agreement between Rutgers Newark and the Newark Board of Education.
