Summary:
|
WHEREAS, in response to the COVID-19 National Declaration of Emergency proposals were electronically received in accordance with N.J.S.A. 18A:18A-4.5 on Tuesday, February 1, 2022 after public advertisement for 9426 Public And Non-Public Individualized Education Plan Related Services Request For Proposal, request for proposals were issued to twenty-five (25) vendors with eleven (11) vendors responding; and
WHEREAS, in accordance with N.J.S.A.18A:18A-2(y), the proposal submitted by Delta -T Group North Jersey Inc. is rejected and deemed unresponsive as this vendor failed to submit a signed proposal; and
WHEREAS, the District desires a pool of pre-qualified service providers for Individualized Education Program (IEP) counseling, physical therapy, occupational therapy, speech and language related services, evaluation services, and behavior analyst services for students with IEPs; and
WHEREAS, proposals were evaluated by staff members of the Newark Board of Education and the committee selected the finalist identified below as the best qualified vendors based on their response to the District’s request for proposal; and
WHEREAS, the contract is for a two (2) year period of March 1, 2022 through March 1, 2024 with an option to renew for one (1) successive two (2) year period; and
WHEREAS, the total contract value shall not exceed two million four hundred thousand dollars ($2,400,000.00) in total for all vendors. Any resultant contract will not guarantee services or funding. The Newark Board of Education is not responsible for services performed without a purchase order, and only the issuance of a purchase order authorizes the performance of goods or services; and
WHEREAS, the recommendation for award of term contracts has been reviewed and approved by Marilyn Mitchell, Director of Special Education.

Recommendation to the Board:

NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves the award of term contracts for Public And Non-Public Individualized Education Plan Related Services for a two (2) year period of March 1, 2022 through March 1, 2024 at a total amount not exceed two million four hundred thousand dollars ($2,400,000.00) with an option to renew for one (1) successive two (2) year period as follows:
A. Catholic Charities of the Archdioceses of Newark, Newark, NJ
B. The Devereux Foundation dba Devereux Advanced Behavioral Health, Cherry Hill, NJ
C. Invo Healthcare Associates LLC/ Invo Holding LLC, Doylestown, PA
D. Jump Ahead Pediatrics LLC, Jersey City, NJ
E. New Director Solutions LLC dba ProCrare Therapy, Peachtree Corners, GA
F. Positive Behavior Supports Corp, Rockaway, NJ
G. The Stepping Stones Group LLC, Boston, MA
EXPLANATION: To provide Individualized Education Program (IEP) counseling, physical therapy, occupational therapy, speech and language related services, and evaluation services for students with IEPs as required.
