Priority 1.3 1.3 Build and implement a district-wide data warehouse complete with multi-source information and unified business rules that support real-time data integration, quality control, and data mining and analytics to improve achievement, instructional practice, and organizational efficacy. Priority 1.5 1.5 Develop a capital strategy aligned with the Long-Range Facilities Plan and strategic plan to modernize all facilities, and plan for enrollment projections, academic programs, and community needs. Priority 1.7 1.7 Develop and implement a Hybrid Learning Plan that establishes policies, procedures, and practices for all areas of district operations, articulating how the district operates in-person and virtually as well as during extended closings. Priority 5.4 5.4 Strengthen and amplify specialized assistance, crisis, and emergency support, including procedures and services necessary for crisis and emergency situations and specialized assistance programs for students and families with intensive special needs.

Summary:
|
WHEREAS, the Newark Board of Education originally advertised to receive bids on Thursday, September 28, 2023 after public advertisement for 9730 Surveillance System. Request for bids were issued to thirty-three (33) vendors with four (4) vendors responding; and
WHEREAS, in accordance with N.J.S.A. 18A:18A-4, the District shall award only by resolution of the Board of Education to the lowest responsive and responsible bidder after public advertisement for bids; and
WHEREAS, in accordance with N.J.S.A. 18A:18A-2(y), all bids received for 9730 were considered non-responsive as all bidders failed to satisfy the New Jersey Alarm or Locksmith License requirement; and
WHEREAS, the Newark Board of Education re-advertised and received bids electronically on Friday, April 5, 2024 after public advertisement for 9882 Surveillance System. Request for bids were issued to one hundred and seventy-nine (179) vendors with ten (10) vendors responding; and
WHEREAS, in accordance with N.J.S.A. 18A:18A-2(y), the prices submitted by New Jersey Solutions, and Open Systems Integra were rejected and deemed non-responsive as these vendors only submitted pricing and failed to submit a signed bid and required bid documents; and
WHEREAS, in accordance with N.J.S.A. 18A:18A-2(y), the bid submitted by Avatar Tech LLC was rejected as this vendor failed to submit a signed bid and required bid documents; the bid submitted by Plugout was rejected as this vendor failed to submit a bid bond; and the bid submitted by Johnston Communications was rejected as this vendor failed to submit a signed bid and bid documents for solicitation 9882; and
WHEREAS, in accordance with N.J.S.A. 18A:18A-2(y), the vendors Millennium Communications and OSI Technology were rejected as these vendors bid a cloud based solution rather than the requested on premise solution; and
WHEREAS, in accordance with N.J.S.A. 18A:18A-2(y), the bid submitted by Technotime Business Solutions LLC was rejected as this vendor failed to satisfy numerous requirements per the request for bid specifications; and
WHEREAS, the Newark Board of Education approved the award of contract during the May 2, 2024 Board Meeting for a two (2) year period commencing May 13, 2024 through May 12, 2026; and
WHEREAS, the award value included a one million five hundred thousand dollars ($1,500,000) allowance for installing cameras in additional District locations; and
WHEREAS, the Newark Board of Education desires to amend the current contract for inclusion of an additional funding account per the New Jersey Department of Education; and
WHEREAS, the recommendation for amendment of term contract was reviewed and approved by Abdullah Ansari, Executive Director of Information Technology.

Recommendation to the Board:

NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves the amendment of term contract for Surveillance System for inclusion of an additional funding account for a two (2) year period commencing May 13, 2024 through May 12, 2026 as follows:
Turn-Key Technologies Inc., Sayreville, NJ at a cost not to exceed $12,123,717.50
