Summary:

WHEREAS, N.J.A.C. 6A:10-2.1 requires district board of educations to adopt the evaluation instruments that will be used for all teaching staff members each year; and
WHEREAS, Newark Public Schools designed and developed original evaluation
instruments for all employees who fall with the definition of “teaching staff members”
WHEREAS, the evaluation instruments created by the Newark Public for evaluation of Teachers (The Framework of Effective Teaching), Principals, and Vice-Principals (The Newark Leadership Framework) have been accepted by the NJ State DOE as valid evaluation instruments; and
WHEREAS, NJDOE has allowed districts independence to develop evaluation instruments for all other teaching staff member titles;

NOW, THEREFORE, BE IT RESOLVED, the Newark Board of Education adopts the Framework for Effective Teaching, the Leadership Evaluation Framework, the Adult Support Framework, the Student Support Framework, the Child Study Team Framework, the School-Wide Services Framework, the Nurse and Athletic Trainer Framework for the purposes of evaluating teaching staff members, the Director/Supervisor Framework and the Assistant Superintendent Framework for the 2025-2026 school year in accordance with the requirements of N.J.A.C. 6A:10-2.4
