Summary:
|
WHEREAS, the Newark Board of Education (Board) is required to secure medical and prescription drug insurance coverage for eligible employees and their qualified dependents; and WHEREAS, pursuant to N.J.S.A. 18A:18A-5a(10), the Board is authorized to award a contract for insurance coverage by resolution adopted at a public meeting in accordance with the requirements for contracts for extraordinary unspecifiable services; and WHEREAS, on September 17, 2021, in response to the Board’s Request for Proposal 9393A Medical Benefits, the Board received proposals submitted by two (2) vendors proposing to provide medical insurance coverage; and WHEREAS, on September 17, 2021, in response to the Board’s Request for Proposal 9393B Pharmacy Benefit Manager, the Board received proposals submitted by four (4) vendors proposing to provide prescription drug insurance coverage; and WHEREAS, all of the two (2) proposals for medical insurance coverage were found to meet the minimum requirements of request for proposal 9393A, and all of the four (4) proposals for prescription drug coverage were found to meet the minimum requirements of request for proposal 9393B; and WHEREAS, proposals were evaluated by the Board’s insurance brokers and Board staff, and as a result of such evaluation the committee recommended the selection of the vendors identified below, and the Superintendent has accepted such recommendation; and WHEREAS, attached to this Resolution is an Extraordinary Unspecifiable Services Certification signed by the Assistant Superintendent of Human Resources, describing the nature of the work to be done and the vendor selection process noted above; and WHEREAS, upon recommendation of the Superintendent, the Board of Education finds that the award of contract for medical and prescription drug insurance coverage to the vendors identified below is in the best interests of the Board, cost and other factors considered.

Recommendation to the Board:

NOW, THEREFORE, BE IT RESOLVED: that the Newark Board of Education approves the award of contract for a one (1) year period of January 1, 2022 through December 31, 2022 as follows: 9393A Medical Insurance awarded to Aetna Life Insurance Company, Hardford, CT at a cost not to exceed $112,500,000.00 9393B Prescription Drug Insurance awarded to Express Scripts Inc, St Louis, MO at a cost not to exceed $18,159,590.00 BE IT FURTHER RESOLVED, that the terms of the contract so awarded shall be in accordance with the specifications in request for proposals 9393A Medical Benefits and 9393B Pharmacy Benefit Manager, and the vendor’s proposals, and shall be set forth in a written agreement; and the Superintendent and School Business Administrator are hereby authorized and directed to execute said contracts on behalf of the Board. Notice of this award shall be published in the Board’s newspaper of record pursuant to N.J.S.A. 40A:11-5(1)(a) and 18A:18A-5(a)(2).
