Summary: WHEREAS, the Newark Board of Education is required to secure, budget, and appropriate funds sufficient to cover the cost of medical, vision, dental, and prescription insurances for eligible District employees and their eligible dependents as well as make contributions to the Public Employees Retirement System (PERS); and

WHEREAS, during the December 22, 2020 Board Meeting contracts for medical, prescription drug, dental, and vision were awarded for a period of January 1, 2021 through December 31, 2021; and

WHEREAS, the Newark Board of Education currently utilizes and desires to continue to utilize the third party benefit administrators below to perform administrative services for our health insurance plans including billing, plan design, claims processing, record keeping, and regulatory compliance activities; and

WHEREAS, in accordance with N.J.S.A. 18A:18A-5a (10), the District can award a term contract for the purchase of insurance coverage and consulting services without advertising; and

WHEREAS, the Newark Board of Education approved the award of contracts at the January 28, 2021 Board meeting for a one (1) year period of January 28, 2021 through December 31, 2021; and

WHEREAS, the Newark Board of Education approved the first amendment at the June 22, 2021 Board meeting for inclusion of the payment made to the Public Employees Retirement System and increasing the contract awards for Benefits Express, PayFlex, and Wageworks; and

WHEREAS, the Newark Board of Education desires a second amendment to increase the contract award for PayFlex and Benefit Express; and

WHEREAS, the recommendation for amendment of term contracts has been reviewed and approved by Dr. Yolanda Mendez, Assistant Superintendent of Human Resource Services.

Recommendation to the Board: NOW, THEREFORE BE IT RESOLVED, that the Newark Board of Education hereby accepts and approves the second amendment of term contracts increasing the contract award for PayFlex and Benefit Express for third party administrators from January 28, 2021 through December 31, 2021 as follows:

A. Group Dental Health Administrators, at a cost not to exceed $68,000.00

B. Brokerage Concepts Inc, King of Prussia, PA, at a cost not to exceed from $59,000.00

C. Benefits Express Schaumburg, IL, at a cost not to exceed from $49,500.00 to $52,000.00

D. Wageworks, San Mateo, CA (Transit Checks), at a cost not to exceed from $3,600.00 to $5,000.00

E PayFlex, Omaha, NE (Cobra Administration), at a cost not to exceed from $30,000.00 to $70,000.00

F. Public Employees Retirement System, NJ at a cost not to exceed $15,760,454.38
