Subject: 16.6 Approval of a Research and Data Sharing Agreement between the Yale Child Study Center and the Newark Board of Education

Summary: Whereas, this project, conducted by the Yale Child Study Center, will evaluate the impact and efficacy of Tier 3 mental health programming provided by Effective School Solutions (ESS) to students in one NPS school, to be identified, in the 2024-2025 school year.

Whereas, outcomes will be studied for students receiving ESS services (treatment group), for students identified as in need of Tier 3 services but not receiving ESS services (care as usual or CAU), and for students with no mental health diagnoses (control). Analyses will be conducted between groups across the school year.

Whereas, the researchers would like the following administrative data and educational records for each participant:
• Demographic data:
o Age (in years) at start of school year
o Grade at start of school year
o Biological sex (or sex assigned at birth)
o Gender identity (if known/applicable)
o Racial identity
• GPA
• Grades
• Absences
• Number and duration of disciplinary incidents
• Number and duration of out of district placements
• Return to district information
• Time spent in least restrictive environments at each marking period
• Graduation status
• Standardized test scores at the end of the year
The requested educational records are relevant and necessary to test the impact and efficacy of in-school intensive health services, and the research mandated by the terms of the grant Effective School Solutions, LLC. receives cannot be completed otherwise.
Funding : At no cost to the district.
Recommendation to the Board: Now, therefore, be it resolved that the Newark Board of Education approve this Research and Data Sharing Agreement between the Yale Child Study Center and the Newark Board of Education.
