Summary:
|
WHEREAS, in response to the COVID-19 National Declaration of Emergency bids were electronically received on Tuesday, August 24, 2021, after public advertisement for Student Transportation Services To and From School, bids were issued to one hundred and fifteen (115) vendors with eighteen (18) vendors responding; and
WHEREAS, in accordance with N.J.S.A.18A:18A-2(y), the pricing submitted by Mercy US is rejected and deemed unresponsive as they failed to submit signed bid documents and a bid bond; and
WHEREAS, ten (10) vendors are recommended for award of seventy-nine (79) routes, see attached award analysis and award summary; and
WHEREAS, pursuant to N.J.S.A. 18A:39-1, the District is required to provide transportation to and from school to elementary school pupils who live more than two miles from their public school of attendance or secondary school pupils who live more than two and a half miles from their public school of attendance; and
WHEREAS, the contract is for a two (2) year period commencing September 1, 2021 with the option to renew for two (2) additional one (1) year periods; and
WHEREAS, the recommendation for award of term contracts has been reviewed and approved by Quanika Dukes-Spruill, Executive Director of Pupil Transportation.

Recommendation to the Board:

NOW THEREFORE BE IT RESOLVED that the Newark Board of Education accepts and approves the award of term contracts for Student Transportation Services To and From School for a two (2) year period with the option to renew for two (2) additional one (1) year periods commencing September 1, 2021 as follows:
A. Alliance Tours LLC, Jackson, NJ awarded 8 routes at an annual cost not to exceed $618,800.00
B. Eo Xpress LLC, South Orange, NJ awarded 8 routes at an annual cost not to exceed $541,814.00
C. EZ Transit Transport Inc., Jersey City, NJ awarded 17 routes at an annual cost not to exceed $549,822.00
D. JLL Services LLC, Newark, NJ awarded 7 routes at an annual cost not to exceed $386,750.00
E. K & H Transport Inc., Paterson, NJ awarded 3 routes at an annual cost not to exceed $67,158.00
F. Madison Invalid Coach, West Orange, NJ awarded 4 routes at an annual cost not to exceed $398,944.00
G. Mass Transportation Services LLC, Roseland, NJ awarded 21 routes at an annual cost not to exceed $1,856,582.00
H. Prime Transportation, Parsippany, NJ awarded 4 routes at an annual cost not to exceed $209,300.00
I. Sarah Transportation LLC, Totowa, NJ awarded 5 routes at an annual cost not to exceed $333,424.00
J. Shore Vans Inc., Hillside, NJ awarded 2 routes at an annual cost not to exceed $148,876.00
